Google has announced a series of initiatives designed to support the democratic process in India and protect its platforms from potential misuse during the upcoming 2024 Indian General Elections. Recognizing its responsibility to connect voters with reliable information, the tech giant is implementing measures to combat misinformation, including content generated by artificial intelligence (AI).
A key focus for Google is ensuring easy access to authoritative information from trusted sources. The company has partnered with the Election Commission of India to prominently display crucial details on Google Search and YouTube, including voter registration processes and voting procedures, available in both English and Hindi.
YouTube's recommendation system will prioritize content from verified sources throughout the election period. The platform's homepage will feature trusted content alongside an "Up Next" panel, ensuring election-related details are readily accessible to users.
YouTube will highlight content from reputable news outlets during key moments, utilizing its Top News and Breaking News sections, as well as a dedicated news watch page.
Furthermore, Google will implement information panels to identify funding sources for publishers receiving public or government funding. These panels will also provide contextual information for topics susceptible to misinformation.
To uphold the integrity of the electoral process, Google has reinforced its existing policies aimed at maintaining the safety and security of its products and services while simultaneously curbing the spread of misinformation. These policies apply uniformly to all users, irrespective of the content type.
Google leverages a combination of human reviewers and AI models to identify and remove content that violates its policies. The company's AI capabilities enhance its ability to combat abuse, enabling quicker responses to emerging threats.
To ensure transparency in election advertising, Google mandates that advertisers undergo identity verification and provide necessary certifications from the Election Commission. Election advertisements must include disclosures revealing the advertiser's identity and location. Google maintains a searchable hub for all election ads, offering insights into advertisers and their spending.
Google is actively working to identify AI-generated content through new tools and policies. The company has introduced disclosure requirements for election ads containing synthetic content and will soon require YouTube creators to label realistic altered or synthetic content. The new ad policies prohibit the use of manipulated media, such as deepfakes or doctored content, to mislead voters.
Google has also implemented restrictions on Gemini, limiting the types of election-related queries it will respond to and prioritizing the provision of high-quality information. Additional features, such as the "About this Image" tool in Search and digital watermarking for AI-generated images, aim to provide users with context and help them assess credibility.
Google has joined the C2PA coalition, a cross-industry initiative dedicated to promoting transparency and context for AI-generated content. The company has confirmed the deployment of technology to counter harmful AI-generated content intended to deceive voters during the 2024 elections.
